Glitch text is ordinary letters buried under stacked accent marks. A glitch text generator takes the combining marks Unicode uses for languages like Vietnamese or Czech and piles them on every letter. These are marks like ́ ̈ ̃ and ̣. Normally a letter gets one. Here each letter gets several, stacked above, through and below, until the text looks like it's melting off the screen.
The style is also called zalgo text. The name comes from a 2004 forum meme where old comic strips were edited so a horror entity called Zalgo took over the panels, and the distorted lettering became its calling card.

The marks are picked at random, so every keystroke gives a slightly different result. If you don't like the pattern, add and delete a space to reroll it, then copy when it looks right.
Heavy stacks can spill into the lines above and below, and some apps trim them to stop that. If your text gets cut down after posting:
Be considerate: big blocks of zalgo are hard to read and screen readers struggle with them. Don't spam it in shared chats.
